What if Rowlet3 is grass/ground? A little bit of a shot in the dark here, but perhaps it loses flight in its final form in exchange for being able to use its wings as a bow and aim with precision, plus the long legs mean it can still move fast on the ground. We don't see it flying in the concept art, and the colours would match up with the colours of its name, like how the others seem to indicate water/fairy and fire/dark. Otherwise grass/flying is the most obvious option.
