They seem to being going out of their way to make every water type (especially the starters, except ironically Blastiose from KANTOOOOO, broken as hell). I wouldn’t put it past them to give make Sparkling Aria into Hydro Cannon Deluxe
Then again Niantic seems to at least be trying to reign in Big Water a bit with all the Pokémon that got Thunder Punch/Trailblaze. And not all starter signature moves end up meta defining. I could see them making Sparking Aria have a secondary effect but have higher energy requirements making it a lateral change to HC.
