If they did that 10 years ago, people would discover them on their own through the games (or other parts of the franchise), but if they did that now, you'd just end up looking at the entire list of Pokémon before the game is even released. So instead they slowly introduce new Pokémon/forms every few months. This is also why I think they show most of the new Pokémon in the trailers. They want to have control over when you see the new Pokémon for the first time, otherwise someone else on the Internet will just show them to you all at once.
I also think they're trying to get away from what people define as a "generation". I've been saying this since late gen 6 and people laughed at me because it hadn't been done before (pic related). I think we're going to have yearly releases with 20 or so new Pokémon/forms introduced each year, with almost everything being slowly revealed with trailers.
