>>43635054Like, I see where you're coming from, dude, having a sympathetic villain every generation obviously get repetitive, but here's the thing about Giovanni and Team Rocket as a whole:
The only reason people like them is because they're the ultimate evil of Pokemon, as in, they're a stand-in for every crime or wrong doing that can be committed in Pokemon world. They're evil because they're evil. Hell, you could call then the Nazis of Pokemon and almost no one would call you out on it. But here's another enlightening fact: Team Rocket is really fucking boring compared to everyone else.
Their only two goals as of USUM were to steal all the Pokemon and take over the world. Basic villain shit, and unless Giovanni becomes another Ghetsis or get Star Wars Empire levels of firepower, him and Guzma and bottom tier in terms of villainy. At least every other team leader nearly caused catastrophic levels of destruction on the planet.
