I had one based around a bandit dilophosaurus.
Using a fly trap type head.
Tail would be a large poisonous barbed whip. And it would carry a pitcher plant loot bag.
It's shiny would turn it's head and bag into the colour of victreebell.
Based around theft, it's special move would be Power thief. Which absorbs the damage of the next attack (like protect) and adds it to the pokemons next attack.
Low attack and special attack. High HP and Defences. Designed to soak the attacks and give it right back.
Hidden ability lets him steal stat boosts on switch in.
Anime wise it would be designed as a sort of slapstick comedic relief. Gets slapped around etc, maybe even be the first starter team rocket would have.
