There is no reason for it to exist. It's shit competitively, it's shit in-game. Its design is stupid, uninspired, and it even looks ugly. It's totally inferior to Manaphy and doesn't even evolve into it. It's hard to obtain and sucks anyway, so no one even wants it. No one even remembers it, it's so forgettable. And it's supposed to be a fucking legendary.
There are already too many water types, Phione is just one that I'd toss out. It's just that unlike the others, there is no one, not even one person, who would miss Phione or even notice it was gone. Fuck this thing.
