Mainly, if I liked one evolution but not the other, I'd be forced to have one of that specific gender in order to obtain that form which really wouldn't bode well for the starter format.
It also stands to reason that if the Pokemon can be either gender, there's going to be some people who prefer it as one or the other. Genderlocking removes that option and just ends up being a disappointment to those who otherwise would have went with the gender that's unobtainable.
It's fine with cases such as Unfezant and Vespiquen where that's just how those animals play out in real life - but it'd just be a silly hurdle for starters and we've already seen what happened with Salazzle.
