Torterra is an interesting mon in that it doesn't have anything powerful enough to keep it banned from lower tiers, low enough use to stay in the lower tiers/untiered, but often has a nice little niche in more than one tier.
Typhlosion has Eruption, which makes it too powerful to hang in the absolute lowest tiers, but it is bordering on useless in it's own tier.
Torterra has been better than Typh when competing in the same tier since it first appeared.
