This is the least sensitive part of the tail that secretes a sweet sappy substance they use to attract fish pokemon and feed the shelder's that latch onto their tails.
The Slowpoke most likely can't even feel the tip of it's tail and so many of them probably wouldn't even notice anything was wrong; they'd get their tips snipped and than waddle off to go back to fishing, but without the "tip" they can't catch any fish.
So they just sit there.
They sit there and nothing bites and this goes on for days and their normally pudgy bodies start feeding through their stores of fat to the point where they probably don't have the energy to wander off or even the buoyancy to swim.
But they'll just keep sitting there fishing, thinking to themselves with their limited cognitive abilities, "I just need to catch a fish and everything will be okay. I just need to catch a fish and everything will be okay." "Any moment now and I'll catch a fish- I just need to be patient." "I just need to be patient."
Many of them most likely starved to death with their tails still in the water.
