The vast majority of pokemon are at the very least semi-sapient with even the least intelligent of pokemon such as Bugs and Fish still being smart enough to take vocal commands as well as appreciate and display complex emotions and feelings. Then there's the opposite side of this spectrum with Pokemon who are MORE intelligent than humans such as Alakazam, Gardevoir/Gallade and the legendary Mewtwo.
So what does this mean about Humans "special" relationships with Pokemon?
Realistically I'd imagine it would be like how Canada's pedophilia laws work: You can have sex with someone as long as you're not in a position of authority over them and they're mentally as mature as you.
At the worst of times I'd consider Pokephelia to be "discouraged", but not explicitly illegal: you wouldn't exactly brag about it or talk about it among polite company, but people wouldn't exactly consider it bestiality for having a close relationship with your Lopunny or Machamp.
I mean; pic related is an OFFICIAL piece of art work after all.
People are canonically attracted to Humanoid Pokemon- It's Xenophilia if anything.
