Here's how it works: it all starts with a dude dubbed "champ". His team is made up of the first six Pokémon suggested by you, Anonymous, after any valid claim or new team call. After a few battles on the (borderline illegal) PS!™ simulator he'll call for either a new team or new champ - and from there the cycle continues!
