I generally go with the design of the pokemon, specifically the final stage, but I do tend towards the water starters, not because I like the typing, but because I am just generally more fond of their designs.
Passed that, it goes on to secondary types and stat distribution, and moves that compliment that stat distribution.
As far as design, anything humanoid is an immidiate no-go (in gen 8 I just caught a Rookidee as my starter).
For secondary types, jist look for defensively complimentary typings.
For moves and stats, I look for it to be fairly well-balanced but have one low attack stat (physical or special, not both high or low), with complimentary moves (good physical attacks on a physical attacker).
