I kinda imagine if somehow Gardevoirs did have breast, It’d be the result of generic manipulation or selective breeding. If marrige in Sinnoh was a thing, I’d speculate people wanted a more humanly figure for them such as wider humanly hips, breast for feeding both human and Pokémon etc.
But they’d end up having joint issues, be ridiculed by their piers not to mentioned being a serious taboo even within that timeframe.
