first of all, like what's already been mentioned, silver ends up acting a lot like the thing he claims to hate: he steals, he accosts the player, and he speaks down to everyone he perceives as weak. I presume he's has only ever lived around team rocket his whole life, so it's only natural that he would behave in this way because it's likely all he knows. likewise, he should also know that people working together to achieve a common goal is how an organization works, thus making it kind of weird that he'd even be questioning it. in fact I think giovanni himself tells silver this in the celebi event. team rocket are weaklings, yes, but whether they're carrying out their plots as a group or as individuals is kind of irrelevant. they exist solely as fodder to keep the law off giovanni's scent and to protect his interests. that's literally how underground crime rings are supposed to function. if the law finds giovanni, then silver ends up without his father, and team rocket likely crumbles regardless. having tons of disposable goons is not only essential in keeping the business alive, it's NECESSARY. again, silver should know this. HOWEVER, if silver wanted to make a point about how his father is a weakling and a coward for hiding in the shadows while his grunts did all the actual work, then by all means. if he held resentment towards his father for abandoning him after losing some pokemon battles to some random ass kid, once again, he would have been 100% justified in feeling this way.
