Why should GameFreak/ Pokemon Company put a huge amount of efford, time and money into their games, when they deliver games with way less investment like SwSh and seemingly the Sinnoh remakes Arceus?
SwSh sold over 20 Million units, Pokemon merchandise still sell like crazy and the Pokemon Company is swimming in money from Pokemon Go ( over 4 billion dollars by now).
Companies exist first and foremost to earn as much money as possible for their owners, executives, shareholders and investors. The quality of the product is just mean to an end, means a company only want to invest as much as they have to to meet their goal.
The idea that companies, especially large ones, actually care the quality of their products or about what customers actually like or values is dillusional. Maybe some actual small, indie companies do in their starting days, but once you reach a certain threshhold, profit becomes more important.
Some left-leaning people might now say that this is a bad thing, but you have to remember that most of the luxary. conviencies and progress you have is there because of this. Greed is as much of an powerfull motivation as fear is.
