They wish to turn the whole region in a battle facility, removing all elements of adventure and exploration - battle for the sake of battle, forcibly releasing Pokemon that lose the battle.
Each and every grunt has a full 6 team of random pokemon. The boss will be the first in the series to have legit lv 100 pokemon outside of battle facilities.
Your first battle with a grunt has the possibility of you losing to them, and their will be dialogue and scripting just for that scenario.
