The capture mechanics in Pokémon are pretty shallow, especially considering how it's supposed to be one of the main aspects of the series. It always just boils down to using a sleep inducing move + false swipe and then chucking dusk/timer balls at the Pokémon until the RNG rolls in your favor. There are occasional minor variations to that process, such as using mean look on roamers and teleport users, but that's about it. The Safari Zone would theoretically make it more fun but in practice it's just more frustrating, and even if it did succeed at making capturing fun, why should fun capture mechanics be restricted to a single area? I think they should make it so that there's more variation in the techniques and equipment you need to capture certain Pokémon, and remove the RNG from the process so it doesn't feel like you're just rolling dice over and over. As for fishing, I think that reeling in a Pokémon should be all you need to do to capture it. However, if you want to catch something specific, you should need to put more thought and effort into it. You'd need to use particular types of bait, rods and hooks. You'd also need to consider the location, time of day, and weather.
