They would have to ban both Torkoal and Ninetales, or ban Drought (which I think they should've done), but they're up their own ass saying Drought Vulpix isn't broken so it can't possibly be Drought that's the problem. They're afraid of Darmanitan in Sun as well. So what they did was go after Venusaur as a scapegoat hoping they won't have to revise this in the future.
It's dumb as fuck because Drizzle got banned right away in the past because it wasn't on an NFE, yet Drought survives here because of a single Pokemon they're hoping no one starts to abuse to prove them wrong.
