>>56698170There really aren't that many fast Pokemon you run into from trainers. With good enough luck on IVs and some diligence when it comes to EVs, even 80 base Speed Gardevoir can outrun things up to and including base 100s since the AI has neither IVs or EVs.
Even assuming you got a 0 Speed IV Gardevoir (congratulations on your Trick Room sweeper if you transfer to Gen 4), it only takes 124 Speed EVs to outspeed an equal leveled Sharpedo.
