First of all, Cynadquil's Japanese name = Hinoarashi, which is a play on words that means fire + storm + porcupine. It's a porcupine.
Second of all, the "fire mouse" is not saying that Cyndaquil is a mouse, but that it's like the fire mouse from the Kaguya story. The fire mouse in the Kaguya story has fur that can't be burnt, just like the Cyndaquil line has fur that can't be burned.
