The starters from Gen 2 were so boring that they were overshadowed by Gen 1 pokemon and are barely promoted even to this day. Samurott, Serperior, and Emboar were ugly abominations that the anime animators didn't like animating, thus barely appeared and mainly kept their prevos as recoccurring characters while the final forms were jobbers. The same applies for the Gen 6 and 7 starters with the exception of Greninja and Incineroar.
The only starters that were relevant in their anime generation while also maintaining relevance after their generations were over were the gen 1, 3, and 4 starters.
