You can train Pokemon like a regular trainer, but you can do things only an authorized agent can, like go on sting operations inside crime syndicates and use non-Pokemon weapons (though they would be limited in use). Chase down bad guys, investigate crime, protect the populace, form connections with higher-ups, Gym Leaders, Champions, League Members and use the resources available at their disposal. Hang with them and take them on missions if you're good enough friends after the secret police recognize you as an elite agent.
Open world, to an extent. Each region is its own open world. Two to three new regions to flesh out the map. References to previous Pokemon games and spinoffs.
New game plus is when your original character decides to take on and train an apprentice and you get to do it all over again, but with some of the original character's resources available and much more difficult tasks and several new, high-profile locations available (Team Rocket takes over that Mossdeep rocket and rockets to the Moon to capture Deoxys? Not when you're on the job. Looks like you're getting a crash course in Astronaut-ism and chasing after them).
