We know from SW99 that:
-Lorelei originally stood in Karen's room in the GS beta, not Will's
-All E4 rooms were redesigned late into the game's development (in SW99 they all still look rather generic, lacking in unique titles) when Will's character was already in the game. But they still decided to keep the icy aesthetic despite the makeover. So yep, it is a reference.
HGSS made things more boring. More logical but boring.
