Loved his design (and the idea of him being a prehistoric Pokemon), so the moment I could add him to my team, I did. Even though he wasn't available until late in the game, I still got plenty of use out of him because I battled the Elite Four over and over again so my team would be stronger every time I battled my friends, and later on, for use in Stadium.
I can't speak of his popularity (or lack thereof), but he was popular with me back in the day and I still have a soft spot for him.
