By your logic, Quagsire shouldn't be able to stand on grass or even eat berries (i.e. plants) because it's weak to Grass. But obviously, regular grass does nothing to it, because Pokemon's "weaknesses" only apply to elemental attacks.
Stop thinking only in terms of video game mechanics and apply some logical thinking.
