The key difference is that while Naga has the better ability and higher BST and they both share a 4x resistance to Grass, Salazzle has 4x resistance to Fairy and Bug, and access to Fake Out, Encore, Knock Off, and Disable. And while they both can use Toxic, Salazzle's ability lets her poison anything.
