Perhaps compile a list starting from the early game/premise with each Gym in order & the changes just to keep it neat and organized.
We never did touch on Lt.Surge now that I'm seeing him. Gotta give AU Surge a good role... not sure what though. Since Misty is S.S. Anne Captain in this AU possibly, maybe she could be Gym Leader of Vermillion as well since it's right in the port? While it may sound silly, Kanto was always lacking a Champion...
