Or get really stupid, call Pikachu a basic mon that evolves into Raichu then Gorochu normally, but any of these can be bred for Pichu. All Pichus come with a lightball that is no longer an item but an arbitrary part of the creature. the lightball is carried forward to buff Pikachu & Raichu but prevents Raichu from evolving into Gorochu.
Or have a regional form that omits Pichu stupidly, like what they did to MimeJr in Galar.
Or give Pikachu's line special treatment & a 4th evolution.
