When Game Freak released Ruby and Saphire, the games could no longer be backwards compatible with the 1st and 2nd generation. This is entirely a hardware reason because of the change between the GBC and the GBA. However, this meant that the new generations could no longer connect to Johto and Kanto, meaning you could no longer "catch them all". Game Freak's remedy to this was to remake the first two generations so that Pokemon could be transferred between each generation. Hoenn is, however, already compatible with all the current generations, meaning that there is no point in remaking it.
