He does not have the same colors or details. The wings don't even resemble the wings on the head of dragonair, he loses the pearls that store the power and loses the horn (getting antennae for some reason).
Even the excuse of drattini being based on imugi does not work because oriental dragons are serpentine and would look more like this image than anything else.
