It's not just a head canon. Gladion straight up says this when you talk to him during the post game. She lost her mind when she lost her husband and everything was an attempt to get him back, and when she couldn't, replace him.
She's pretty sympathetic in that way. Moreso even than Guzma. But I think it's harder for people to forgive her because of how gut punchingly awful we saw her be to her own children, while Guzma was more silly and never presented as an actual threat, or evil, so much as he was a road block.
