So yeah, bit of an ugly fuck; but that goes for a lot of super early gen 1 designs(or even "final" technically).
Hard to really say what happened, as it wasn't really shifted ahead a game like so many other scrapped mons you can see among the "Pokemon 2" leaks.
I guess its like how Gyaoon despite clearly being a popular design internally went nowhere.
