They can only order ONE (1) action per turn. They cannot purposefully target the opposing trainer. They cannot throw Pokeballs at caught Pokemon, and so on and so forth. This is part of a universe-wide restriction placed by Arceus after unchecked cultivation and battling led to widespread ESCALATION and destruction.
