Pokestops were a bad idea to be a main source of pokeballs. Maybe they should give the same items but with EXP instead of pokeballs while having random amounts of pokeballs show up while exploring instead.
This model would still encourage exercise and exploration, still encourage people to visit pokestops for the exp and extra amount of items, be more in theme with the handheld games and what people are use to, and would allow more inclusiveness for people who live in a podunk ditch in no man's land. It'd also mean you could replenish your supply of pokeballs in a flexible manner by exploring the area which would allow people who are confined to a workplace or school to be able to play when they had the time instead of needing to wait until they could drive to the nearest strip filled with pokestops.
It'd also allow kids who can't leave a certain boundary because of their age be able to get pokeballs around their apartments or trailer parks or what have you. The game was very obviously made with urban environments in mind and such a small tweak would instantly make it far more tolerable in rural locations.
The only argument against it I can think of is it'd make spoofing very slightly less convenient since you can't just teleport to stops for your pokeball supply and it'd encourage trespassing which the game already does despite a clear warning it displays for you to not do that.
