The fact that almost the entire map AND pokedex exists inside could suggest that
they were pretty sure what they were doing with it.
Some discord bois are doing gods work on finding out where exactly this sits between Gen1 and 2.

At this point it really isn't possible to exactly pinpoint what is exactly left and how to utilise it best. It would be a shame to throw away 90% finished maps that never made it into the final game on an engine that could be very intriguing that would end up as a lame port.
