We've had ~5 years to see exactly how good they are. Keldeo is alright but is about to get outclassed in Expanded by Solgaleo GX. Rayquaza used to be an okay rogue deck but it's definitely not viable now. Both are pretty good in Legacy, but that's an online-only format.
Regardless of what format you wish to play, it's still always cheaper to just buy singles and work from there.
