it doesn't need both attacking stats at 132, remove all from special attack and put them into attack or defenses

hail is garbage, base form can already set it up. give it an ability that turns all its attacks into draining moves. the things got 7 weaknesses its needs the survivorbility
its biggest problem is its typing but that can't really be changed without going completely against its design.
