Hariyama is a slow bulky guy, it was already in disadvantage since the start against a fast Pokémon like Pikachu.
You know it's normal in the anime to be able to evade/block moves with your own when you can, it's a real battle, not a game.
You can't use moves recklessly.
Hariyama was able to hit Pikachu with Arm Thrust because of an "opening" ; landing after using Electro Ball.
For Hariyama, searching for openings is kinda the only option...with also the Z-Move.
After taking the Thunderbolt of Pikachu, Hala knew it was time to finish it because they were not going to act recklessy again and will take their distance to finish it little by little if it was needed...So he used Belly Drum + All-out Pummeling.
It's not Arm Thrust, it's a fucking strong fast big ranged attack with a lot of hits, with that power boost...one hit is enough to stop you on place and finish you with all the remaining hits.
