When we wake up at the Pokémon Center and return to Tohjo Falls, the man is nowhere to be found.
Most of Giovanni's other Pokémon have OHKO moves like Horn Drill and Fissure. With his Pokémon ranging in the mid-60's, he'll definitely be difficult to beat at this point in the game. However, he will reappear after obtaining all 16 badges, though his team will be much stronger.
