I think that's kind of bullshit, but it also brings into question how such abilities work. I don't think it just works like being an actually Intimidating being, rather, it's an actual spell that decreases the opponent's attack stat. Which is how situations like this can happen mechanically. Since it's an ability, it would probably be something that's done automatically on entry, like this

It's not the action itself that counts but rather the "spell-casting".
