Without said context, you or anyone would look at this image not question for a moment that it's two little anime girls. Because that's what it is. And that is essentially what a loli is to me. It isn't until you are informed otherwise that anyone looks at this and makes an arbitrary distinction between a loli and petite.
That isn't to say there aren't pettanko that DON'T look like lolis - your tallflats and what have you - but Jasmine? No, this is not one of those cases. Particularly in the art I have, she looks just as loli as Lana or Iris. So all we're left with is context. Context that I frankly do not care about as much as you do, though I do appreciate the info.
