The grunts are dressed in comfy palewave fits and have calm and relaxing demeanors to lure people and pokemon into a false sense of security. When they least expect it, the grunts make use of psychic, dark, and/or ghost pokemon to hypnotize and then manipulate their victims into joining their cause.
The boss and two admins are all children of an old, rich company-owner that's currently comatose due to severely overworking himself trying to bring as much peace to the world as he could. In his absence, his children are running the company but are using its resources to find a way to harness the power of a legendary pokemon to hypnotize the whole world so that their father can wake up to a world of peace and will no longer have to risk his health. They've already captured the legendary pokemon and were able to use its power to manipulate their whole town into being the first grunts, but they needed to find a way to expand the pokemon's power across the globe and have resorted to kidnapping and hypnotizing scientists hoping that they can find a way. The boss and eldest son's name is Bell and the two admins are the younger twin siblings named Phoebe and Igor. Get it? Sloth? Belphegor? I'm such a clever cunt, I know.
Btw, has something like this been done in pokemon already? I feel like it has but I'm not too sure when.
