The cosplay Pikachu and spiky haired pichu are both alt costumes of the regular mons. They werent even tradeable in their debut gens, the only alt costume mon i think is transferable is ash cap pikachu and that gets special treatment other than that no alt costume can be transferred from its game of origin. Thats like complaining that all the hat pikachu from GO cant be put into maingame. It is also no indication that the hisui forms will be locked in legends, and seeing as they announced home compatibility and theyre completely new mons i cant imagine they wont be transferable to future games, especially so they can be used in comp
