Just took a look at this thread because I had a question about the Power Plant, but apparently people think Varaneous can't be caught, so I'd just like to point out that Varaneous IS obtainable. Sort of sounds like I wasn't supposed to at the point I did, but eh.
In short, (pre Pokemon League spoilers, if you're worried) after it's awakened and attacks the power rangers, I got Surf and then wandered around exploring stuff and stumbled upon him to the right of Caper City and caught it. I've just reached the Power Plant in Rijon, but I thought Varaneous was supposed to be going around trying to awaken the other guardians? Oh well.
Just a roaming legendary, as far as I can tell. Pure luck.
