Arguably more important, monitor any enemies who can knock you out of Espeed, since you're effectively useless for 9 seconds. I run full heal for this reason, the CC immunity is invaluable when theres a deathball that shits stuns everywhere.
atk weight, razor claw, muscle band. Razor can be substituted for Weakness Policy if you're running PuP/Combat or you can sacrifice the damage for focus band if you just aren't confident or consistent yet.
Hope your lane buddy isn't shit, I always try to get a weight stacked at the start, though if the enemy lane is cancer i;e Double Ice or Pikachu, then don't bother. You're a lane bully and you have a shield as a passive when things get rough, securing and starving the enemy of XP while getting to level 5 is your top priority.
