It punishes the omnipresent ground types, Lando, Tusk, Garchomp when they are going to use earthquake or set up rocks, and then you can punish their counterpunish (likely Heatran or Ghouldengo) with a hidden power ground or Terrablast Ground depending on the format. It’s a bit of a silver bullet sure, but the targets it nails are the super common and important ones
