Pokemon deemed by the populace to be divine creatures who must be worshipped, as opposed to Pokemon thought to bring about calamities and thusly, shunned. It's two sides of the same coin. Arceus would likely be the first contender for such a typing. Simply change its default type from "Normal" to "Light". The only issue I could potentially foresee with the inclusion of a Light "Holy" type is the West's general dismissal of all things relating to Judeo-Christian beliefs in children's entertainment media.
