If it were just for the Mon themselves, there are multiple apps that can inject event items.
Not to mention the fact that they're suspicious as hell given that the Mew event was never officially released outside of Japan and Ho-oh and Lugia have their HGSS artwork. Plus the GBA distro carts were unholy abominations usually bolted onto the console itself. It's the DS event distro carts that have the design in the OP AFAIK but I may be poorly researched pic related is what I understand GBA era distro carts to look like
