The fact that the materials that form Regirock exist far within the inner layers of the planet means he must've been born a long time ago. And considering that something like ruins can be found dating back to the Stone Age, perhaps that is what Regirock did, teaching humans of stone and how to build so that they may survive such a dangerous world with no powers of their own.
Regice appeared in a similarly troubling time, as seen below.

Ice can be used to preserve high temperatures, after all, igloos being the obvious example. Perhaps it taught them how to survive in such a harsh world, survive anywhere.
