I figure it's offensive movepool would be kind of limited, but maybe it could have a gimmick as a crazy versatile support pokemon with Oblivious to prevent taunting - Confuse Ray, Grudge, Disable, Entrainment, Follow Me, Play Nice, Scary Face, Screech, Yawn, etc., and then fun stuff like Metronome and Me First, too. And it would HAVE to include Trick-Or-Treat.
I'd hardly expect something as cute and gimmicky as this to be OU: The Hypothetical Pokemon, but it'd be fun to use nonetheless.
